Japan-Singapore Partnership Programme for the 21st Century(JSPP21) in Financial Year of 2007

Under the Annual Work Plan for FY2007 of the “Japan-Singapore Partnership Programme for the 21st Century” (JSPP21), 22 training courses will be implemented by Japan International Cooperation Agency (JICA) and Technical Cooperation Directorate of Ministry of Foreign Affairs (TCD-MFA), Singapore jointly. The following courses are salient examples of JSPP21. (Please see the attached list for the information on all 22 courses.)

1. Customs Management for Effective Non-proliferation

(The period has to be confirmed; by Immigration and Checkpoints Authority of Singapore)
This course was commenced in FY2006. It aims to prevent and curb the export of restricted objects/substances at the Customs by raising the awareness and sharing  information internationally.

2. Capacity Building for the Prevention of Contagious Diseases

(10 -14 September; by Communicable Diseases Centre (CDC), Tan Tock Seng Hospital)
This course also was commenced in FY2006. In view of the possible outbreaks of contagious diseases and pandemics such as Avian Flu, this course addresses the key prevention measures to minimise the spread of the diseases and capacity building based on Singapore’s experience during the SARS incident.

3. The Koban System of Japan and its Adaptation as the Neighbourhood Police Centre in Singapore

 (23 – 31 October; by Singapore Police Force (SPF))
This course is held for its 13th run in FY2007. Iraq, Afghanistan and Lebanon are invited to participate in this course again. Japanese lecturers are expected to be dispatched.

4. Visual and Electronic Navigation in the Malacca-Singapore Straits

   (8- 21 January, 2008; by Maritime and Port Authority of Singapore (MPA))
This is the 5th run of the course. This course addresses the need to maintain stability and to improve the maintenance of marine aids to navigation in the Malacca Straits. Japanese lecturers are expected to be dispatched.

* JSPP21 (Japan Singapore Partnership Programme for the 21st Century)

JSPP21 is the joint third-country training programme between Japan and Singapore.
JSPP was first commenced in 1994 as the partnership programme between Japan and Singapore to train the officials from developing countries mainly from Asian and Pacific countries. In 1997, the Memorandum was signed to establish the JSPP21, to jointly bear the cost of their cooperative efforts, and this period was extended indefinitely in 2001, signing to the new Memorandum.
In each year, 17-24 courses are implemented. Since the cooperation began under JSPP, more than 3,100 officials from 74 countries have trained in 187 courses until July 2007.
